Remove 1 duplicated SVG tests

Remove 1 duplicated SVG tests

This patch removes the following W3C-SVG-1.1 tests in favor of their
duplicated versions. The associated expectation files have been
updated as well.

1.LayoutTests/svg/W3C-SVG-1.1/linking-uri-01-b.svg

It looks like I was mistaken that we can remove linkingCircle-f.svg (or any of
the other resources/ ones). This file is used by other tests.

Could I have some advice ?
If tests that under resources folder is used by other tests, 
can I remove other one instead of resource folder, like below ?

These specific tests are imported from the W3C so I'd prefer if we didn't
de-dupe resources for them. For other tests such as svg/custom this is a good
idea.
