FWIW you can't go directly from 10% experiment to production without going

LGTM

Capacity looks good, this will require about 24 bots, the CQ pool currently has
213 and needs 163 according to estimate_capacity.py.

Do you think this warrants a PSA to chromium dev?  Specifically to let people
know that is easy to cross compile locally on linux?
