Add linux_arm_compile builder to list of CQ bots

Add linux_arm_compile builder to list of CQ bots

This will add the builder to most slaves which should
allow us to move this bot from 10% experiment to full

Can we move ahead with this now?

We have two recent breakages of the ARM/linux build that went unnoticed because
its only on the FYI tree right now:

For now, could you start with migrating the bot away from chromium_trybot_legacy
recipe to chromium_trybot recipe? Just trying to find a way to make some
progress that is possible now.

OK.. this bot is now an 'ng' trybot.

Its a compile only bot that used goma so it should be fast.  Can we move ahead
with this now/soon?

bot seems happy.  Looks like the cycle time is around 25 minutes:

Does this change actually take up more resources?  Isn't the change that will
actually require more bots: https://codereview.chromium.org/1088343002/

Is so, can I land this now so we are at least only one CL from have this in the
CQ proper?

Capacity looks good, this will require about 24 bots, the CQ pool currently has
213 and needs 163 according to estimate_capacity.py.
