PagePopups should have the grab behavior same as <select> popup.

PagePopups should have the grab behavior same as <select> popup.

PagePopups used for <input type=date>, <datalist>, etc. should have same input
grab behavior as <select> popup.
Also, <select> popup is going to be switched to blink::WebPopupTypePage.
