Add a PKCS#12 file with a certificate but no private key

This is needed for a unit test used in a separate CL.

Unless I'm missing something critical, I don't have a way to download the raw
binary file from codereview (Download Raw Patch, Download, and viewing the
individual file all fail). Git cl patch also can't handle it, so I don't see a
way to be able to upload for you.

wtc: Can you help commit this for me? Do I need to send you the binary file
out-of-band? (i.e. e-mail)?
