I should be able to add #pragma comment(lib) when needed, if you prefer that
option. (or the library to the gyp of the specific project that needs this).

It seems a little arbitrary why we add these dependencies to everybody, but
that's the simplest option.

Not really. Base compiles without these because it is already instructing the
liker about the dependency (with pragmas). However, other libraries also depend
on these, and they are getting by today by the fact that base needs them.
