Use an unlimited_quota in TestShell's SimpleFileSystem to allow
HTTP LayoutTests to access the File APIs.

I decided this was a little better than just turning on unlimited quota
altogether, but that would certainly be simpler.  Let me know if you'd prefer
that approach.

I think the simpler approach may be better because it's more direct and just
simpler. And I'd expect that when the quota manager gets further along, we'll
want to plug that into DRT/TestShell and having less when that time comes may be
helpful.

This is ok too, simple enough as is... either way LGTM :)

Simplified, making this a one line change with no GYP changes seems nice.
