Add Launchpad.net's translations for chromium_strings.grd.

Add Launchpad.net's translations for chromium_strings.grd.

These are translations for strings provided by the launchpad.net
community and will be used in Chromium builds.

TEST=Launch chromium in Spanish and check the about dialog.  It should
  be translated.

I switched it to say "the name of the copyright holders" since translations are
still owned by the translator.

I looked into adding this, but it's a big change (update license.py to know
about the new flag, add a command line flag for official builds, update gyp). 
Not sure it's worth it.
