devkey-firmware: new ebuild package to change firmware to dev key

devkey-firmware is based on vboot_reference/scripts/signing/make_dev_firmware.sh
and prepares required resources into /usr/sbin/firmware/dev/*
(ref: http://codereview.chromium.org/3822002)

After this package is installed into system, you can simply change
firmware to be using devkeys by command:
 sudo /usr/sbin/firmware/dev/make_dev_firmware.sh

Isn't vboot_reference already pulled in as an ebuild? We should try to keep
the 1:1 mapping between cros_workon project/git repo and the ebuild.
You can control installing only certain files when installing into the
target with a use flag (such as minimal) . And it would be nice to check in
the bmpfv.bin file into the repo too (if it cant be generated at runtime)
