Context menu key should work on download page
As well, added keyboard navigation to the items to make it
slicker and better, such as tabs and arrows

I changed the reviewer here to Glen because he's about to throw away this UI and
replace it with HTML, so he's in the best position to say whether we should
bother with these changes in the short term.

Yes, please assume that NativeUIs will be deprecated - we should not be patching
them unless absolutely necessary (crashers). This bug will be fixed
automatically when the Downloads page is converted to use a DOMUI (work on this
won't begin until early next year, however).

I will send an email to chromium-dev, sorry for letting your effort get spent
