Adding test for checking to see if the devicekit-disks daemon is running

In this CL can you add dbus-python to hard-host-depends so that
build_autotest.sh --build platform_DiskIterate is found?

I hate to add something to the hard host depends which effects all the
users for something like this... (where its really NOT necessary).  I
will if you feel strongly, just it rubs me the wrong way.

I talked to Tedbo, and we should modify hard-host-depends for this information. 
Modifying hard-host-depends only requires re-running an incremental
build_packages (not re-building your chroot) so it is not that invasive of a
change.

This is important because let's say someone import's dbus as well as has a setup
step that requires something to be compiled.  Unfortuantely because of hte issue
with not being able to build_autotest --build=yourtest working cause of dbus,
this test won't compile or work on your target system.  So we should catch this
bug earlier

You need to rev hard-host-depends (i.e. create a new symlink in that directory
that points to the ebuild) and then both of these are lgtm'd.
