Description

Make licensecheck.pl case-inssentive for ISC licence. When rolling "pexpect" library, its license headers are in uppercase. Make licensecheck.pl search for them in a case-insensitive manner. BUG=156113 TEST= Committed: http://src.chromium.org/viewvc/chrome?view=rev&revision=166664
