Thank you for your sample.

For the GPU code I just got rid of the templated function and made everything
use the 3 specialized functions

The util functions lgtm. The only issue that may come up is if an argument is of
the wrong type. For example, accidentally passing two positive uint32s to
SafeAddInt32 can return true with a negative value in dst if the inputs were
both large enough.
