Is there anything we can do to autodetect that?  Can we reuse parts of dart2dart
for import/source analysis: that should be relatively straightforward.

It's a bit unusual to have stale files detection as a build or presubmit step. I
think we should just remove them when they aren't needed, that's simple :)
