I feel like we should move some of these to SVGAnimateElement or
SVGAnimationElement since they are no longer applicable to all animation types.

Don't you think it will be a problem. Because all operations in
SMILTimeContainer are happening on SVGSMILElement type and you need to type cast
to SVGAnimationElement type every time you want to use hasValidAttributeType()
