Adding a test file to test vpx_video_decoder for files with odd
width/height.

Can we have a more explicit file name, e.g. bear-vp8a-odd-width-and-height.webm?

scherkus@ Shall we use "-" or "_" in the test file name? I saw both in the
current folder.

can you update the README in this CL?

re: filenames ... the bear ones use "-" so we'll stick with that, but they
really should be using "_" unless there's a strong reason to use "-" (e.g., git
scripts / commands are all "-" delimited)

Landing this for Vignesh. I've incorporated the README into the CL I'll dcommit,
