Add script to run/test the mojo media renderer.

Add script to run/test the mojo media renderer.

The script follows mojo/services/html_viewer/view_url.py. See the script for
how to use it.

I am still learning argparse so I am not sure either, but it seems "store_true"
takes case of the default:
