Update DOM Distiller roll script DEPS in out/package.

Update DOM Distiller roll script DEPS in out/package.

Update roll-script to DEPS in the package instead of checking it
in. The new package folder lives at a new place to ensure there
are no issues when rolling back or forward from this CL. The new
location is:
//third_party/dom_distiller_js/dist.

After running `ant package`, the roll-script now takes the content
from out/package and pushes it to an external repository on
GitHub (chromium/dom-distiller-dist) and updates DEPS for
that repo to refer to the newly pushed version.

I have not created the repo yet, so before this is submitted I was planning on
creating the repo and the mirror, and then creating an initial commit in the
repo and refer to that in the DEPS-file instead of the funky string.

I think you're less likely to run into weird issues if you deps into a new
directory. I can definitely imagine cases where users will run into difficult to
solve problems (think about checking out master before/after this DEPS roll).

There used to be when only tests where checked out this way, since they might've
not been updated.

Now I have realized that the external repository might be up to date, but maybe
the roll into Chromium has failed (i.e. the DEPS is still not pointing at the
right place). So, leaving this as is, with a warning message, and then bailing
out later after checking the current DEPS.
