hmm, we shouldn't be putting testing IPCs here. especially since this test is
disabled and you can't run it on bots because it needs a UAC prompt

Ah, in order to create the test I needed the utility process to respond to be
launched elevated and then confirm that that bi-directional communication was
working, so this is shared with the code that does the response and the test,
hence it's here and not in the test file.

I couldn't really think of an easier way to test it while developing.  In the
long run we can remove it.  I'd be more comfortable if there were a way to
automatically test it, but I can't see any.
