Fix the following browser_tests in the Linux GN build.

The test method to find the generated protobuf python files needed to be updated. Also I copied a bunch of test files to the product dir.

    ComponentCloudPolicyTest.FetchExtensionPolicy
    ComponentCloudPolicyTest.InstallNewExtension
