I was going through and writing up how to watch bugs, reviews, etc for all the
speed infra projects. I realized there isn't a review watch for autobisect so
this CL sets one up.

The mailing list doesn't exist yet, part of the review should be bikeshedding on
the name :)

When the name looks good, I will create the mailing list.

I would prefer "auto_bisect" and "auto-bisect-reviews@", because the directory
is named auto_bisect, and we have a mailing list called
auto-bisect-team@google.com.
