It is reproducible on ToT now (build as of 2-3 hours) at least on two linux
boxes.

A revert of this CL (patchset #1 id:1) has been created in
https://codereview.chromium.org/980703004/ by tkent@chromium.org.

The reason for reverting is: crbug.com/463925 was already fixed by r191249..
