Hmmm, I don't think this needs to be fixed.
Subframe's RWHVChildFrame wouldn't reach this but inner WebContents's
one would because we'd see WebContentsImpl::DidStart/StopLoading().
Updated the comment so it doesn't sound like it is a TODO.
