This name doesn't make sense to me, if we're calling it on the guest.  What
about AttachToEmbedderFrame?

Also, this belongs lower in the class.  Maybe in "Internal state?"

I think it might be clearer to pass in the the RenderFrameHost instead of the ID
pair.  The caller should be able to get it.
