Make ScrollToOptions members unrestricted doubles

Make ScrollToOptions members unrestricted doubles

They are already unrestricted in practice since the dictionary doesn't
have [TypeChecking=Unrestricted], so this doesn't change behavior.

Firefox also implements them as unrestricted.

These are the final two "implicitly" unrestricted doubles. I.e., after this, we
can drop TypeChecking=Unrestricted without CG changes.

I will follow this up later either by making these restricted double (per spec)
or remove the FIXME (if the spec is changed), depending on feedback from the
www-style@ mailing list.
