git_cl: Add reverse issue lookup.

git_cl: Add reverse issue lookup.

Add the ability to lookup the branch(es) corresponding to a specific
issue. This helps keep track of issues when switching between multiple
branches.

this seems pretty one-off. Could we make it not a top-level function? We already
have a problem with this file containing too many 'useful' functions which
tempts people to import it. Don't need another one.
