Fix android GN build for chromedriver test

Implemented stub FindChrome() on android that does nothing
and returns false.

chrome/test/chromedriver/chrome/chrome_finder.cc:102: base::FilePath("")
just do FilePath()
what you typed will create a std::string, passing it a pointer to a null byte,
string will do strlen on that, that string will get copied into the FilePath
which is a lot of extra work.
