The Push API has a separate path for this function that distinguishes between
document context and service worker context. Why does sync not need this?

For temporary. I've added the code now that creates the correct
WebSyncRegistration object to call the provider.

Register wasn't going to be available in the service worker context originally
(only from document, to prevent one-shot syncs from re-registering themselves
into periodic syncs.); this is changing, and so I'm adding that code path.
