Add [TypeChecking=Unrestricted] to CircularGeofencingRegionInit

Add [TypeChecking=Unrestricted] to CircularGeofencingRegionInit

This will make the CircularGeofencingRegion constructor throw TypeError
when called with a dictionary containing non-finite numbers.

I couldn't find a specification, so I have no idea if this matches it. The
alternative would be making the dictionary members 'unrestricted double'.

Seems dubious to have non-finite coordinates or radius, though.

lgtm, I'm working on getting a spec in a place where I can actually link to it,
it just has been taking a bit longer than it should have.
