When deleting a profile, only call back when a new profile is created.

When deleting a profile, only call back when a new profile is created.

Previously, the callback would be run when a new Profile object was instantiated, even when the profile already existed on disk. This would have the effect of reopening windows for closed profiles, when we just want to preload the profile on Mac.

Partially -- before my original change
(https://codereview.chromium.org/962143002), we were passing the callback to
ProfileManager::OnNewActiveProfileLoaded, but that method didn't actually always
run it (only in the edge case where the newly loaded profile was *also*
scheduled for deletion). I changed that, which surfaced this bug.
