update neon config in libjpeg turbo

This patch upgrades the neon config for libjpeg_turbo: use arm_version instead of armv7, and respect arm_neon_optional.

Is there a tracking bug for moving from armv7 to arm_version?

The reason you can't send try jobs for this is that this is in a DEPS'd repo.
You can send a try job on your CL to update DEPS to point to this new revision.

think this is a great change, thanks for cleaning this up.

One question about https://chromiumcodereview.appspot.com/14065005 : Is the plan
to eventually get rid of the "# Set armv7 for backward compatibility." block in
build/common.gypi? Is there a tracking bug for that too (or is that also covered
by 234135?) Either way, can you add a "# TODO(mostynb): Remove this once all
references to it are updated, http://crbug.com/XXX" to that block?

(According to the style guide, the name in the TODO doesn't mean that person has
to do the TODO, it's just who's a good point of contact for questions)
