Strip cookies from getrealpan request.

Hopefully this addresses the scope errors the server was logging.

Is there any easier way to not send cookies? I kind of copied this approach from
UserPolicyRequestContext but it seems like I should be able to just
set_cookie_store(nullptr) on the urlfetcher, or something.

SetLoadFlags(LOAD_DO_NOT_SAVE_COOKIES | LOAD_DO_NOT_SEND_COOKIES);?  Depending
on what you're doing, may want a LOAD_BYPASS_CACHE, too, no clue.

awesome, that's way better. I used LOAD_DISABLE_CACHE. (I understand that's like
bypassing both r and w to cache.)
