Change timeout for perf.fyi Win x64 builder, temporarily disable Goma.

This is a troubleshooting attempt for the chromium.perf.fyi Win x64 builder
that currently errors out during linking.

Just trying to get some idea of what might be happening with the win x64 FYI
builder. Here I've disabled Goma temporarily and boosted the timeout.

I don't think it's a timeout issue and I can't tell for sure, but the error
output looks similar to crbug.com/416513 so I think it's worth a shot.
