Chromecast buildfix: restores AddKeySystemWithCodecs, fixes namespace.

This is a partial revert of https://codereview.chromium.org/923283002
for chromecast/, since we reference AddKeySystemWithCodecs from
internal code. The functional changes are kept but the API changes
are reverted.

We don't know, but given the generic nature of this function, that's exactly why
we want to have the ability for us to specify different info values/types for
different key systems.
