[telemetry] - Rename benchmark_rerun_options to trace_rerun_options.

[telemetry] - Rename benchmark_rerun_options to trace_rerun_options.

Since these rerun options are intended to be used for tracing, makes sense to rename + this makes the names consistent with the dashboard.
