Hey, quick context since this is on its own without a message header file:

Chromecast has a set of hardware-backed crypto operations that are implemented
in our internal repo and thus use IPC. We need a declaration in the IPC message
list even though the code itself isn't checked in publicly (at least yet).

If there's typically a different way to do this for bridging with internal
repos, we're interested to hear that as well. Thanks.

Ok, this hasn't come up before, but I'm OK with it so long as you put in a
comment saying that it's reserved, and to  contact you before removing. 
Otherwise, you run the risk of having it removed as dead code.
