Move ios_dbg_simulator to experimental 100%

This is a hot fix to stop the builder from failing the CQ while it is
being debugged.

Alas lgtm. I didn't realize our try bots had different Xcode versions than main.
That shouldn'tve been the case.

The bad bot itself is preventing me from committing the patch. Disabling the try
jobs.

IMPORTANT: please do NOT revert this CL. Instead, create a new one to move
ios_dbg_simulator back to production, when it's working.

This is because it's changed to recipes, and test specs have also changed.
