Was there more changes to this file? Removing this include doesn't seem to
impact the build.

There were more changes in here.. I was returning ThreadToken in
OpenProcessToken (until we do a revert) to avoid some of the checking/failings
in wininet, but I think that got resolved with SetInformationThread changes.
