Re-enable some OmniboxViewTests on Windows

Currently, PopupAccelerators and BasicTextOperations are disabled on Windows due to flakiness & timing out. This CL enables them again.

pkasting@: Can you take a look at this CL? It re-enables two flaky or timing out
tests on Windows.

I tested both tests locally with --gtest_repeat=40, and also tested on the
trybots, and I didn't find any flakes or times where they timed out.

One quick question: should I leave the comments with the crbug links for the
event that these tests being to timeout or flake again? Thanks!
