Disable WebGL conformance test on Win8/NVIDIA

The test:
conformance_textures_tex_image_and_sub_image_2d_with_array_buffer_view

Has been timing out on and off for as long as we have records.

This is the change I was discussing -- the expectation line looks wrong, but I
don't see examples similar to this test (it isn't a .html test like the other
expectations).

Of note is that i see "conformance_glsl_bugs_conditional_discard_in_loop
expected to fail" in the log, but I don't see where that test is disabled.

Looks like win8 isn't a platform, so I just used win. I'll update that today,
but for now, just disabling across the board on win.

A revert of this CL (patchset #3 id:40001) has been created in
https://codereview.chromium.org/1085073002/ by hendrikw@chromium.org.

The reason for reverting is: kbr@ doesn't think this is needed anymore, and it
might be a cause of us missing real issues.  I'll try reverting it, and keep an
eye on it..
