Do not use gold on aarch64 webview build.

This causes build failures in the aosp build because the aarch64 gold linker
is not present in the aosp tree.

Nothing conditional on android_webview_build will be necessary once the webview
build no longer uses Android.mk - android_webview_build means the Android.mk
build. Once that's no longer needed we will be flattening every occurrence of
that variable in conditions and removing the variable entirely :)
