some google issued macs still have the old version in the path, but if you
download the tools from the SDK it has been updated to the new version so we
should accept both.

Don't you need to download the SDK in order to build Skia for Android? It seems

It pulls the ADB from your path.  If it is already in your path due to
installation elsewhere then we use that version in order to avoid having
conflicting adb servers running.
