Hi Robbie and Robert,

First commit to drop CF. I figure it makes sense to first stop these bits and
pieces in the hope that things don't break hard when the code is removed. Please
let me know if something else needs to go first. I'll file an infrastructure
ticket to have the various bots decommissioned. Thanks.

OK, great patch, and it's close, but don't land this as-is.

The first step will be to remove this from chromium.win and lkgr_finder.py, so
remove the CQ and tryserver changes from this patch.  Once this patch is updated
with that, you can land this and request a chromium.win update+restart from the
troopers.

The next step is to make the CQ change in a separate CL.  Get it reviewed and
landed, then ask for a CQ update+restart.

The last step is to make the tryserver.chromium change in a separate CL.  Get it
reviewed and landed, then ask for a tryserver.chromium update+restart.
