Enables ASAN build and test for Dart

After this change from koda@ [1], the Dart VM can run with the 'detect_stack_use_after_return' ASAN flag.

Ouch. Okay. There are a couple of reasons why V8 might not trip this,
but we will consult with the ASAN folks to see what the right thing
for Dart to do is. I'll update this CL when I have more information.

OK.  We can change what this file does but it's more complex than simply
patching it in place.  Let's see what the options are.
