Won't that pollute the src directory, instead of the out directory?

No, at least not in the way that I think you're thinking.  (dawg.)

llvm2ice.bloat.html is the fixed file.  llvm2ice.bloat.json goes into the
top-level directory, polluting the src directory in the same way that the
llvm2ice symlink pollutes (or doesn't pollute) it.

Ideally, the json file would go into $(OBJDIR) and there would be some way for
the html file to locate one or all of the json files, but:
1. I have no clue
2. The web part is just a personal developer tool.
3. For the bots, we'll probably just collect the json files over time for a
single build type.
