what does git cl patch do? i think we use a WATCHLIST for the CC_LIST at the
moment. Any benefit to switching?

Oh nvm I think I understand. I've been manually setting
$ git config rietveld.server "https://codereview.chromium.org/"
but this seems better.

It patches in a review from rietveld. To land
https://codereview.chromium.org/891933003/ , I ran `git cl patch -b land
891933003 && git cl land`.
