Disable NavigatorTestWithBrowserSideNavigation.BeginNavigation

Disable NavigatorTestWithBrowserSideNavigation.BeginNavigation

This test fails within the WebContentsObserverSanityChecker, since no IPC
for RenderFrameCreated is sent. Disable while we find a good way to make
the sanity checker play nicely within the unit test framework running in
--site-per-process
