These tests won't be run unless you add them in
chrome/test/ppapi/ppapi_browsertest.cc. See that file for examples. This test
should run like video decoder, that is, out of process and NaCl only.

Reading this file, it looks like the VideoDecoder is run in process.
Am I missing something?
