So the old value was never used in the SupervisedUserPrefStore, i.e. this never
actually worked on trunk?

I accidentally reverted the file before submitting the original change (after a
bad 'git cl format').
Did not realize that until I worked on this change. I'll make sure I check for
all files in the future.
