Update ICU data files:

1. Exemplar character sets for ko (all modern Hangul syllables), ja (JIS X 208 level 1/2 Kanji,
   Hiragana, Katakana, several special symbols as listed by JP NIC), zh_Hant (Big5 Hanzi), 
   and zh (GB2312 Hanzi)
2. Line breaking fixes for full-width full stop and comma and related characters
3. Language name fixes for hi and da

Hi Mark,

I'll check this in to the trunk with TBR and then nominate it for 1.0. Sorry
that it's two days late :-).

This will be followed up by another ICU data update (EUC-JP converter). I want
to separate it from this patch (so that we can revert separately in a very
unlikely case)
